Therefore, we set up scholarships, offered subsidies to students from underprivileged families, and supported relevant activities in order to give global children equal opportunities for education and help them to pursue
    their goals and personal growth.

    Teacher Training Program
    bridging the gaps in primary
    and secondary school education

    Poverty-stricken areas have long been faced with a weak foundation of education, a shortage of teachers and difficulties in introducing high-quality teachers. To this end, we launched the public welfare project “Teacher Training Program” in 2015, aiming to improve the quality of teaching and compulsory education in the aid-receiving areas, improve educational resources and achieve education equality.

    Since the implementation of the Program, more than 4,000 teachers and 200 principals have been trained.

    Under the Program, outstanding teachers in developed areas such as Beijing are assigned to poverty-stricken areas in Xinjiang, Henan, Sichuan and Guizhou for academic exchanges, while outstanding teachers in poverty-stricken areas are sent to Beijing for advanced studies. According to different training time limits and trainees, we launched the “Long-term Training Course for Teachers” and the “Short-term Training Course for Teaching Staff”. Through in-depth exchanges, an educational resource sharing platform was built that is continuously tracked and provides real-time feedback. Through the “Teacher Training Program”, we introduced advanced teaching ideas and methods to poverty-stricken areas, improving the quality and skills of local teachers and promoting local educational development. Since the implementation of theProgram, more than 4,000 teachers and 200 principals have been trained.

    In 2019, the “Teacher Training Program” launched the Characteristic School Construction Project, in which the No.3 Primary School of Fan County and Jiangjundu Primary School of Taiqian County of Henan Province were selected as aid-receiving schools. Relying on the educational resources of Beijing Normal University, we plan to help the selected schools draw up specific education and teaching plans as well as implementation plans both in theory and practice, building them into characteristic schools with a demonstrative and leading effect, and training educational administrators into professional educational management personnel with an advanced level of teaching and research.

    Vice-Principal Wang Rui of Jiangjundu Primary School said that “the Characteristic School Construction Project of CNPC’s ‘Teacher Training Program” has given such an important opportunity to such an ordinary rural primary school. Getting assistance from Beijing Normal University, China’s No.1 educational institution, will surely have a profound impact on our teachers, our school and our students.”

    One-off financial aid of RMB 5,000 would normally be given to students in need who are admitted to undergraduate colleges and universities.

    Since senior high school education is not compulsory in China and senior high school students are not eligible for national bursaries (which are mainly earmarked for poor students from undergraduate colleges/universities and higher vocational schools), some senior high school students in underdeveloped areas are still burdened with heavy education costs. To this end, CNPC and CFPA co-sponsored the “Xuhang” Program, aiming to help impoverished senior high school students complete their studies and gain admission to college education by providing support for their learning and daily life.

    The “Xuhang” Program offers subsidies and scholarships. Subsidies are used as financial aid. Students in need normally receive financial aid of RMB 2,000 per year for their studies and daily life at school, and one-off financial aid of RMB 5,000 would normally be given to students in need who are admitted to undergraduate colleges and universities. At senior high schools covered by the Xuhang Program, students may make an application personally, and obtain CNPC’s bursary after going through a four-level review by the school, village, county and CFPA respectively.

    We not only provide material assistance to impoverished students, but also pay attention to improving their overall quality and mental health. CNPC organizes various comprehensive and interactive activities to lighten the psychological burden on students in a relaxing atmosphere. Students who are recipients of aid are invited to visit CNPC to experience its culture and are given opportunities for social practice during the summer vacation to help them strengthen communication with society.

    Over the four years, the Program has been implemented in 10 schools of 10 national-level poverty-stricken counties in Sichuan, Henan, Guizhou and Jiangxi. A total of RMB 16 million has been invested and a total of 2,900 poverty-stricken senior high school students received assistance from this Program. In the future, CNPC will further expand the implementation of the “Xuhang” Program and offer equal opportunities for education and support the personal development of 3,000 students in senior high schools in extreme poverty from 20 schools of 8 provinces in Sichuan, Henan, Guizhou, Jiangxi, Gansu, Hebei, Yunnan and Qinghai.

    By 2018, we had granted CNPC Scholarships to 12,952 outstanding students, worth a total of RMB 61.67 million.

    In 2001, CNPC established the "CNPC Scholarship" fund with RMB 30 million to aid and encourage excellent university students with the earnings from capital operation. The scholarships and assistantships were distributed to seven petroleum and petrochemical colleges and 15 other key universities, in the form of awards for excellent students, innovations, special contributions and others. By 2018, we had granted CNPC Scholarships to 12,952 outstanding students, worth a total of RMB 61.67 million.
